Registration
of
Small Farmers
As stipulated by the SFWF’s Act No .12 of 2002,
(i) Section 2 – A small farmer is defined as a small planter, small breeder or small agro – processor or a group of small planters, breeders or agro-processors registered with the Fund
(ii) Section 16 – Contributions to Fund
For the purposes of this Act, a small planter who wishes to benefit from any scheme set up under section 4 (2)(b) or facilities granted by the Government shall, except for a cane planter , be –
- Registered with the Fund
- Subscribed to a Farmer’s protection Scheme
The Registration of Farmers therefore allows the extension of facilities to eligible bonafide farmers in a structured and efficient manner.
Following the registration exercise
(i) A Farmer’s Card is issued to each registered farmer
(ii) A Farmers Central Database was established to store all data collected during the registration exercise mainly on the economical and social profile of farming community.
The FCD assisted the Fund much in implementing relevant schemes for the welfare of the farming community. The FCD was also made to other Government institutions (agricultural as well as non agricultural) to conduct various activities for the progress of the agricultural sector.
Planter
- National Identity Card (Original and a photocopy)
- Two recent passport-sized photographs*
- Previous Small Farmers Card (if any) AND
- LAND TENURE DOCUMENTS
EITHER
- A copy of the relevant title deed or a registered Lease Agreement or a non-registered Lease Agreement plus copy of title deed of land owner
OR- A copy of SIFB Card in case of sugarcane planter
OR- Original letter from the Secretary of the Cooperative authorizing the planter to use its land and
- A copy of the title deed / lease contract of the said land to the order of the said Cooperative for the land under crop production, as would be declared at time of registration
- Utility bill (copy)
Breeder
- National Identity Card (Original and a photocopy)
- Two recent passport-sized photographs*
- Previous Small Farmers Card (if any) AND
- LAND TENURE DOCUMENTS
EITHER
- A copy of the land’s title deed or a registered Lease Agreement or a non-registered Lease Agreement plus copy of title deed of land owner
OR- Original letter from the Secretary of the Cooperative authorizing the planter to use its land and
- A copy of the title deed / lease contract of the said land to the order of the said Cooperative for the land under crop production, as would be declared at time of registration AND
- Site plan of farm including size
- Tag number of each animal
- The Division of Veterinary Services (DVS) Animal Card (where applicable)
- Building permit (where applicable)
- Utility bill (copy)
Agro-Processing Enterprise
- Business Registration Card
- Certificate of Incorporation (Where applicable)
- List of Directors and associates(Previous Small Farmers Card (if any) and land tenure documents)
- Copy of minutes of proceedings authorizing a director / directors to represent the group of agro-processors and identity cards of all shareholders (Previous Small Farmers Card (if any) and land tenure documents)
- Valid Certificate from SMEDA
- Site Plan
Group of Planters (Cooperatives, Association, Society/Company
- Certificate of Incorporation or valid Certificate from SMEDA
- List of Directors and associates of the Cooperative, Association, Société / Company
- Copy of minutes of proceedings authorizing one of the directors / associates to undertake the administrative tasks of the said Cooperative, Association, Société / Company
- A copy of the National ID Card of the representative of the said Cooperative, Association, Société / Company
- Land tenure documents
* Small farmers who were registered for period 2017-2018 are not required to submit their photograph unless they want to provide a recent one.
Contribution:
A registration fee of Rs 650 representing membership fees for the two years period is payable.
